The division was officially created by Commonwealth Act No. 51 (also known as “The Charter of the City of Davao”), which created the City of Davao. Article V Section 38 of Commonwealth Act No. 51 specifies the creation of the city’s Bureau of Education, the designation and duties of the Bureau’s officials and the local school board, and the Schools Division Superintendent’s and the local school board’s reportorial duties to the City Mayor. Assemblyman Romualdo Quimpo sought the passage of the Act, which was eventually signed into law by President Manuel L. Quezon on 16 March 1937. 

As a divisional unit of the Department of Education, Davao City Division provides learning resources for basic education and oversees elementary and secondary education institutions in the city. The division’s top management collaborates with parents and the Davao City community for its basic education initiatives. As of 2009, for example, a total of 110 private institutions and citizens have participated in the Adopt-a-School Project of the Division. 

The Schools Division Superintendent (SDS), heads the division, assisted by two Assistant Schools Division Superintendents (ASDS). both of whom report directly to Schools Division Superintendentwho, in turn, reports directly to the director of the Department of Education Region XI Director.

DepED Davao City Division is comprised of three districts (District I, District II, and District III), each of which is headed by a District Supervisor. As of 2009, the Division has been managing a total of 286 public elementary schools and 69 public secondary schools. The Division has been supervising 196 private preschools, 170 private elementary schools, and 76 private secondary schools.
